โครงการ REDD+ น้ำกงเซซู ในเมืองพูวง แขวงอัตตะปือ มีวัตถุประสงค์ในการจัดทำโครงการเพื่อปกป้อง และ ดูเเลพื้นที่ป่าไม้จากการตัดไม้ทำลายป่าที่ผิดกฎหมาย รวมถึงการบุกรุกทำลาย นอกจากนั้นมีจุดประสงค์เพื่อก่อให้เกิดการอนุรักษ์ความหลากหลายทางชีวภาพ และถิ่นที่อยู่อาศัยของพืชและสัตว์  จากการเข้าสำรวจพื้นที่เบื้องต้นพบว่า ปัจจุบันได้มีการการตัดไม้ทำลายป่า เเละ ป่าไม้ในพื้นที่โครงการมีสภาพเสื่อมโทรมเป็นอย่างมาก สาเหตุหลักมาจากการตัดไม้ทำลายป่าที่ผิดกฎหมาย และการแผ้วถางพื้นที่ป่าเพื่อขยายพื้นที่การเกษตร ทั้งยังมีภัยคุกคามจากไฟป่าตามฤดูกาลที่เกิดจากสาเหตุทั้งทางธรรมชาติและมนุษย์ เป็นอีกปัจจัยสำคัญที่ทำให้ห้ป่าไม้ถูกทำลายมากขึ้น  ในปัจจุบันมาตรการเฝ้าระวังและป้องกันป่าไม้ที่รัฐบาลบังคับใช้ไม่เพียงพอที่จะแก้ไขปัญหาเหล่านี้ได้จึงจำเป็นจะต้องมีการนำทรัพยากรและเทคโนโลยีที่มีความทันสมัยมาดูแลเพิ่มเติม เพื่อเข้ามาจัดการเเก้ไขปัญหา รวมทั้งฟื้นฟูผืนป่าอย่างมีประสิทธิภาพในภาคใต้ของประเทศลาว โดยครอบคลุมพื้นที่ 197 เฮกตาร์ และ มี 2 หมู่บ้านในบริเวณพื้นที่ กิจกรรมของโครงการสามารถลดอัตราการตัดไม้ทำลายป่าได้อย่างเหมาะสม 10% ในปีที่ 1 เมื่อเทียบกับอัตราการตัดไม้ทำลายป่าในอดีต และค่อยๆ เพิ่มขึ้นเป็น 70% ภายใน 10 ปีของระยะเวลาโครงการ หลังจากปีที่ 10 สันนิษฐานว่าดัชนีประสิทธิผลจะคงที่ที่ 70% *หมายเหตุ: พื้นที่ที่มีสิทธิ์เข้าร่วมโครงการ REDD+ ต้องเป็นพื้นที่ป่าไม้มาอย่างต่อเนื่องเป็นเวลา 10 ปี ก่อนวันเริ่มโครงการในช่วงเวลาปี พ.ศ. 2554-2564* #### Before
